Norway’s gambling regulator has told Norsk Tipping to add stronger controls around its KongKasino online casino brand after a sharp rise in player activity.

Lotteritilsynet, the Norwegian Gambling Authority, raised the issue in its latest report to the Ministry of Culture. The regulator said the number of Norsk Tipping online casino players has doubled in five years. KongKasino grew from around 200,000 players in 2020 to 400,000 in 2025, with 50,000 new customers added last year.

Regulator chief Atle Hamar said:

“The growth is worrying, especially among younger players.”

The authority fears that more young users could develop gambling problems if casino play keeps rising.

Norway still uses a monopoly gambling model, with Norsk Tipping and Norsk Rikstoto holding exclusive rights. Officials say this system helps keep players inside the legal market. Still, foreign operators remain active. The regulator estimates they hold 31% of the market in areas like sports betting, casino games and horse racing.

The challenge is balance. Norsk Tipping must stay attractive enough to pull players away from offshore sites, but it also cannot let casino growth create a bigger harm problem.

Possible new measures include stronger individual checks, more friction for casino products and mandatory risk information before players access online casino games.

The regulator also warned that some players may move to foreign sites once they hit limits at Norsk Tipping. In 2025, Norwegian players lost around NOK 1.9bn to offshore gambling operators, according to the report.
