Cambodia Develops New Casino Licence Renewal Framework

Cambodia’s Commercial Gambling Management Commission (CGMC) is developing a formal evaluation framework for casino licence renewals as the country strengthens oversight of the gambling sector.

The CGMC reviewed a draft of the new framework during a meeting chaired by Secretary General Yeth Vinel on September 4, 2026.

The proposed integrity and quality framework would introduce minimum conditions that casino operators must meet to obtain or maintain a licence. The CGMC has not yet published the scoring criteria or confirmed when the new system will take effect.

The plans come as Cambodia continues its wider crackdown on scams and illicit financial activities linked to casinos. In August, authorities inspected 195 licensed casinos across the country. As a result, 20 licences were revoked and 29 were suspended, while another 23 licences expired naturally.

Cambodia has also announced plans to suspend online gambling activities at casinos from October 2026. Casinos that continue offering online gambling after the suspension takes effect could face licence revocation and further legal consequences.

The CGMC has not provided a timeline for finalising the new licence renewal framework, leaving operators without confirmed details on the requirements they will need to meet.
