Georgia Fully Launches International iGaming Licence Framework

Georgia has moved its International iGaming Licence regime into full launch after a soft launch in July 2026.

Random Systems Georgia, selected by the government as a gambling regulator and policy adviser, developed the framework with the Ministry of Finance, Revenue Service, regulators and the banking sector.

The system covers international online casino games, slots and sports betting. Georgian citizens are excluded from participation.

The framework combines a five-year licence with access to Georgian corporate banking and gambling-coded MCC 7995 payment processing. Published terms include a 5% gross gaming revenue tax, 0% tax on reinvested profits, a 1% regulatory monitoring fee and an annual permit fee. Remote onboarding is available and operators are not required to maintain an office in Georgia.

Vakhtang Katamadze, Random Systems Georgia Supervisory Board Member, explained:

We want operators to focus on building their business, not on constantly solving infrastructure problems around it. Our role is to create that stability and predictable in order to make Georgia the place where global iGaming businesses can build, operate and grow.

The Georgia International Strategic Group has been promoting the framework internationally since September 2026. It also stated that another update to the regime is planned for October 2026.
