Austria’s Casino Licence Plan Faces Fairness Questions
Austria’s upcoming tender for 13 land-based casino licences could make it difficult for new operators to enter the market, according to Alea Trust founder Niklas Sattler.
Sattler, a former Casinos Austria executive, has spent five years building a team of more than 40 casino specialists. Alea Trust plans to compete for licences if the tender rules provide fair access.
The main concern is how the 13 concessions will be packaged. Austria’s draft gambling reform allows licences to be grouped into packages when this is objectively justified.
Sattler supports offering all licences separately. He believes large packages could favour Casinos Austria or other major operators while excluding smaller companies.
Niklas Sattler, Alea Trust founder, explained:
Our idea is: let’s make 13 single licences. That means you could apply for just one.
Casinos Austria supports the package system, arguing that it helps maintain broad regional coverage and reduces aggressive competition.
Patrick Minar, Casinos Austria spokesperson, stated:
Individual tenders would produce the opposite effect and encourage cherry-picking.
Legal experts have also warned that licence packages could create disadvantages for new entrants. Austria’s previous casino tender process faced legal challenges over transparency and evaluation criteria.
The consultation period for the draft law ended on July 15, 2026. The legislation could be approved by the end of 2026, with the concession process expected to begin in early 2027.
Sattler said Alea Trust would only participate if the tender follows fair criteria and European Union standards.
