KSA Sets New Gambling Fine Record With €37.25M Penalty

The Dutch Gambling Authority (KSA) has imposed a record €37.25 million fine on EOD Code SRL for operating 12 gambling websites without a Dutch licence. The regulator announced the penalty on October 22, 2026.

The investigation began in November 2024 with Instantcasino. The KSA found that Dutch players could register, deposit money and gamble without restrictions.

Further checks identified 11 additional websites, including Skyhills, Slotmonster, Betiro, Betblast, Fastslots, Goldenpanda and Sambaslots.

Several platforms offered Dutch banking options, while Instantcasino provided customer support in Dutch. Skyhills was also promoted by Dutch influencers on social media.

Despite receiving an order to stop operations in July 2025, EOD Code continued offering gambling services.

The KSA identified several violations, including inadequate age verification, prohibited gambling features and cryptocurrency payments.

The regulator also raised concerns about the operator’s terms, including €5 monthly inactivity fees and conditions allowing it to claim balances after permanent self-exclusion.

After EOD Code failed to provide financial records, the KSA estimated its 2025 worldwide gross gaming revenue at €372.989 million.

The initial penalty reached €292.6 million. However, Dutch law limits fines to 10% of estimated worldwide revenue, reducing the final amount to €37.25 million.

EOD Code has six weeks from October 7, 2026, to challenge the decision.
