Pennsylvania Online Gambling Overtakes Casino Floors

Pennsylvania’s regulated online gambling market generated more revenue than the state’s land-based casino floors for the first time during Fiscal Year 2025/26.
According to the Pennsylvania Gaming Control Board (PGCB), iGaming and sports betting produced a combined $3.60 billion in revenue, accounting for 51.3% of the state’s total regulated gaming revenue. Retail slot machines and table games generated $3.35 billion during the same period.
The state also reported a record $7.01 billion in total gaming revenue and collected $3.10 billion in gaming taxes.
Online casino gaming remained the main growth driver. iGaming revenue rose 18.4% year over year to a record $2.93 billion. Since launching in 2019, the market has grown from $240.9 million to nearly $2.93 billion.
Hollywood Casino at Penn National Race Course remained the largest iGaming license holder with $1.13 billion in revenue, followed by Valley Forge Casino Resort with $811.8 million and Rivers Casino Philadelphia with $464.3 million.
Sports betting also reached a new annual revenue record. Gross revenue increased 35.9% to $662.9 million, despite the total betting handle falling from $8.72 billion to $8.45 billion.
Meanwhile, retail casino performance remained mixed. Slot machine revenue was almost unchanged at $2.44 billion, while table game revenue declined 2.15% to $908.9 million, marking the fourth consecutive annual decrease.
The results highlight the continued shift toward digital gambling in one of the largest regulated gaming markets in the United States.
